Public Hearing to Consider the Determination of Consistency with the Comprehensive Plan Rendered by the Hillsborough County Land Use Hearing Officer for High School "TTT"
EXECUTIVE SUMMARY

The Interlocal Agreement for School Facilities Planning, Siting and Concurrency (ILA), Section 3.3.2 requires the School Board to conduct a public hearing to consider the determination of consistency with the Hillsborough County Comprehensive Plan by the Hillsborough County Land Use Hearing Officer (LUHO).  The LUHO may impose reasonable conditions for development of the site.

On February 19, 2018, the LUHO conducted a duly noticed public hearing to receive public input, consider the findings and recommendations of the County Administrator regarding consistency with the Comprehensive Plan and an evaluation for consistency with Section 3.1.2 of the ILA.   At the direction of Hillsborough County Development Services, this review was conducted with the rezoning of the high school “TTT” site to a site planned controlled zoning district (PD RZ 18-0300).  Per the Interlocal Agreement Section 3.1.6, a rezoning substitutes for the review process outlined in Section 3.3.2 of the ILA.   On March 12, 2018, the LUHO issued a report finding the development of the site for a high school was consistent with the Comprehensive Plan and the applicable provisions of the ILA, and recommended its approval to the Board of County Commissioners with the conditions prepared by Hillsborough County staff (attached).   

On April 10, 2018, the Board of County Commissioners approved PD RZ 18-0300, rezoning the site with three development options, a high school, middle school and/or residential development.  High School “TTT” is scheduled to open in August 2020.
