Approve the Memorandum of Agreement with After-School All-Stars, Inc., to Provide Before and After School Programs at Memorial Middle School (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
On February 2, 2016 The School Board of Hillsborough County, Florida approved a Memorandum of Agreement with After-School All-Stars, Inc., (ASAS) to provide before and after school programs at Memorial Middle School. ASAS received 21st Century Community Learning Center (CCLC) grant funding from the Florida Department of Education to continue this work.  The purpose of the 21st CCLC grant is to create a community learning center that provides academic enrichment opportunities during non-school hours to help students meet state student standards in core academic subjects such as reading and math.

The Memorandum of Agreement was reviewed and approved by the district attorney on June 20, 2018.

FINANCIAL IMPACT (Budgeted:  Yes)
All costs of these services will be the responsibility of ASAS.  Hillsborough County Public Schools (HCPS) agrees to provide free facility usage at Memorial Middle School, snacks/meals, and program consultation.  ASAS is responsible for compensating all personnel employed in conjunction with the program and for the provision of all program supplies necessary to carry out program activities.
EVALUATION
The funding agency, Florida Department of Education, requires the use of an external evaluator to assess project impact and provides ASAS an annual formal report. ASAS submits a copy of the report to HCPS Office of Strategy Management and Afterschool Department. As reported for year two (2016/2017), ASAS met or exceeded proposed benchmarks in six of seven proposed objectives.  The year three annual report will be made available in mid-August. An annual program review report for the 2017/2018 program will include results from student, parent, and principal surveys.
