SUBJECT / RECOMMENDATIONS
Approve the Memorandum of Agreement Between the Boys and Girls Clubs of Tampa Bay, Inc. (BGC), for the Children’s Board of Hillsborough County Grant Project to Provide Before, After, and Summer School Programs at Marshall, Pierce, Shields, and Tomlin Middle Schools (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
The purpose of the Children’s Board grant is to continue to provide a community learning center that offers academic enrichment opportunities during non-school hours.  These opportunities are for no fewer than 240 economically disadvantaged students in grades 6 through 8 at Marshall, Pierce, Shields, and Tomlin Middle Schools.  Activities are designed to help students meet state student standards in core academic subjects such as reading and math.  Additionally, students are offered a broad array of enrichment activities that complement their regular academic programs.  Literacy and other educational services are offered to the families of participating children.  This is year two of a five-year grant.

All costs of these services will be the responsibility of BGC.  Hillsborough County Public Schools (HCPS) agrees to provide free facility usage at Marshall, Pierce, Shields, and Tomlin Middle Schools, snacks/meals, and program consultation.  BGC is responsible for compensating all personnel employed in conjunction with the program, and for the provision of all program supplies necessary to carry out program activities.
EVALUATION
The funding agency requires the use of an external evaluator to assess project impact.  BGC contracts with an external evaluator to provide grant evaluation services.  The evaluator provides a copy of annual evaluation reports and a final evaluation report to BGC.  BGC will provide a copy of the annual and final evaluation reports to the HCPS Office of Strategy Management.  The year one grant evaluation report cited that the program met or exceeded the proposed benchmarks in six of seven proposed objectives.  BGC will use the report to make course corrections in year two of the project.
