SUBJECT / RECOMMENDATIONS
Approve all School Improvement Plans (SIPs), School Advisory Council (SAC) Composition Forms, and SIP Waivers for 2018-2019 (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
Hillsborough County School Board Policy 2120 states that “The Board shall annually approve and require implementation of a school improvement plan for each school in the District.”

Board Policy 2120 further provides that each School Advisory Council (SAC) shall be composed of the principal and an appropriately balanced number of teachers, education support employees, students, parents, and other business and community citizens who are representative of the ethnic, racial, and economic community served by the school.

Schools develop and approve their SIPs annually using the Florida Department of Education (FLDOE) SIP online template. Through SIPs, schools implement a collaborative and ongoing process for improvement that aligns with the district goals and the school’s student data. The purpose of the SIPs is to provide a current description of student performance along with a system of Areas of Focus, outcomes, action steps, evaluation tools, evaluation processes, and professional development for increasing student achievement. All SIPs have been uploaded to each school’s individual website, accessible through the district’s website. The Area Superintendents review SIPs and work with schools to ensure compliance and high standards.

EVALUATION
School Grades, Graduation Rate. The SIP includes a section for Needs Assessment and Analysis. This section requires schools to compare their individual school data from FSA to the District’s overall data as well as the State’s overall data. Schools are asked to reflect on the following prompts: 1. Which data component performed the lowest and is this a trend? 2. Which data component showed the greatest decline from the prior year? 3. Which data component had the biggest gap when compared to the state average? 4. Which data component showed the most improvement and is this a trend? 5. Describe the actions or changes that led to the improvement in this area. The analysis and reflection of these questions allows schools to evaluate their areas of focus from the prior year’s SIP, and then adapt, adjust, or bring in something now to address any issues found in the analysis. Schools can then move forward in the SIP and address the current year’s “Planning for Improvement.” This section of the SIP also contains a school’s personalized “Plan to Monitor Effectiveness” for each of their Areas of Focus. This might include such things as instructional learning walks, observations, iReady data, common assessments, formative data, attendance data, lesson plans, or behavior data.
