Accept the Highest Ranked Reply from Central Florida Behavioral Health Network, Inc. - Invitation to Negotiate (ITN) #18152-DST-BJH Mental Health Services (Business Services Division) (Revised Financial Impact and revised attachment - added pages 8-42; correction to page 2)
EXECUTIVE SUMMARY
On December 4, 2018, Procurement Services, in conjunction with the Division of Student Services, issued an ITN to establish a relationship with a community agency to provide direct mental health services. Central Florida Behavioral Health Network, Inc., in collaboration with Hillsborough County Public Schools, will assist in meeting the mental health needs of students under the Marjory Stoneman Douglas High School Public Safety Act (i.e., Senate Bill 7026). The legislation addresses the need to provide mental health support for students. The Supervisor of Clinical Care and Supervisor of Emotional Wellness have reviewed this recommendation.

The award of this contract will be for a 1-year period, with four 1-year renewals. There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase for at least one year from the effective date. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $2,048,676 will be available in the Division of Student Services department budget. For tracking purposes, the project number specific to this agenda item is 4533. As of February 7, 2019, the remaining balance less encumbrances for this line item equaled $2,048,505.  Funds needed for the remainder of the contract term will be allocated in the next fiscal year.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
