Approve the Piggyback of the Agreement between BMG Money, Inc. (BMG), and The School Board of Broward County, Florida (SBBC) RFP #18-010V Voluntary Supplemental Insurance for School Board Employees to Provide Short-Term Fixed Payment Loans (Business Services Division) (Revised Subject/Recommendations and Executive Summary)
EXECUTIVE SUMMARY
If approved, Hillsborough County Public Schools (HCPS) will piggyback SBBC's agreement with BMG for a fixed-rate, fixed-payment employee voluntary loan program (“LoansAtWork” or the “Program”) to employees of HCPS.  HCPS will be piggybacking the complete BMG contract with SBBC.  We are not utilizing any other portion of the Voluntary Supplemental Insurance package for school board employees of SBBC.   The Program does not require a credit report to qualify and will be available to employees who have been employed by HCPS for at least one year and are not currently in bankruptcy. The Program offers unsecured loans with fixed repayments processed through payroll deductions over terms of 6 to 24 months of payroll deductions (or longer terms upon the mutual agreement of BMG and HCPS). The Program allows district employees who may have only high-priced alternatives for short-term borrowing needs to borrow responsibly and pay off their debt in affordable installments. It also helps employees who do not have sufficient savings to cover unforeseen expenses such as the cost of moving, medical needs, or automobile repairs.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations (Invitations to Bid (ITB), Requests for Proposals (RFP), or Invitations to Negotiate (ITN)), district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other district school boards, community colleges, federal agencies, or the public or governmental agencies of any state.  As defined by the National Institute for Governmental Purchasing (NIGP), "piggybacks" are a form of intergovernmental cooperative purchasing best practice. NIGP's established standard states that public procurement should consider the use of piggybacks and cooperative contracts to lower prices and administrative costs, as they can be a more effective and efficient use of time and resources because the other entity has already completed the competitive process.

FINANCIAL IMPACT (Budgeted:  No)
There is no cost to the district for this program. As per the piggyback agreement, BMG agrees to provide a total of $5,000 annually towards deserving Student Scholarships, as defined by HCPS.  Additionally, to assist HCPS with its HCPS Small Business Enterprise Program (SBE), BMG has committed to allocate a total of $8,333 annually for SBE participants.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
