Approve Altamira Consulting, LLC End User License and Maintenance Agreement for Analytical and Geographical Cloud Services Suite for School Districts (Operations Division)
EXECUTIVE SUMMARY
On January 17, 2017, the School Board approved the Master Service Agreement with Altamira Consulting, LLC (ACL) to provide software maintenance, support, and additional services for Synergy, a geospatial software developed in 2011 specifically for Hillsborough County Public Schools (HCPS).  Synergy is used to support the Growth Management and Planning Department and the Student Planning and Placement Department with student data, attendance boundaries, and tracking of new residential developments. Since 2011, numerous upgrades and customizations have been made to Synergy to meet the specific needs of HCPS staff.  The current Synergy system was established on a third party platform, which is outdated and out of support by the provider.  It will eventually fail to support the current Synergy software as written.   ACL has developed a cloud-based software, ARIA, that functions much like Synergy and includes all the same functions and more enhancements to the system. All data from Synergy can be incorporated into the new ARIA system.  ACL has provided reliable maintenance and support of the current Synergy project.  Through the attached agreements, ACL will provide professional services to receive, analyze, offer alternatives, and resolve requests from Hillsborough County Public Schools related to the operation of the cloud-based analytical platform ARIA (CLOUD SERVICES). Services may also include advice, workflow development (to solve geographical analysis and socio-economic studies), extend, adjust, develop new functionalities, and provide school boundary adjustments and map exhibits.

District staff has explored other geospatial systems through review of responses to Request for Information and through research of products used by other school districts in the state.  No “off the shelf” product offers the unique aspects currently offered in Synergy that will now be available with ARIA, most specifically the tracking of new residential developments.  The transition to ARIA will provide a contemporary product similar to Synergy that is based in the cloud rather than on District servers.

Funds in the amount of $261,360.00 will be available in the Land Proceeds Fund. For tracking purposes, the project number specific to this agenda item is 8251. As of Thursday, February 21, 2019, the remaining balance less encumbrances for this line item equaled $0.00. Estimated at $261,360 for the first year (including migration and setup) at a per student cost of $0.99, and estimated to be $217,800 annually for the following 2 years at the per pupil rate.
