SUBJECT / RECOMMENDATIONS
Accept the Lowest Responsive, Responsible Bid Submitted by Shepard Contractors, Inc. - Invitation to Bid (ITB) #19020-MST-IV Exterior Painting Services - Bryant Elementary (Business Services Division)
EXECUTIVE SUMMARY
This ITB was prepared at the request of the Facilities Maintenance Support Department to identify a qualified vendor to provide exterior painting services to Bryant Elementary.  Award of this contract shall be to the lowest responsive, responsible bidder as specified by the bid.  This recommendation has been reviewed by the Facilities Maintenance Support Manager.  The term of this agreement shall be from April 3, 2019, through project completion with no renewals.  There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase. This contract will be reviewed and evaluated upon project completion.

FINANCIAL IMPACT (Budgeted:  Yes)
Project expenditures are estimated to be $276,487.  For tracking purposes, the project number specific to this agenda item is 8028.  As of March 1, 2019, the remaining balance less encumbrances for this line item equaled $295,512.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in person reviews.  The evaluation consists of an assessment of the vendor provided goods and services, deliverables, and compliance with contractual requirements.  The resulting data will support renewal decisions and/or alterations to a new agreement.
