Approve the Agreement for Technical Services With the University of South Florida (USF), Accelerated Summer and Intersession Academic Programs, and The School Board of Hillsborough County, Florida for the TOP-3 GEAR Residential Camp at the USF Tampa Campus Under the Schools of Hope-Whole School Transformation Model (Traditional Public Schools) (TOP-3) Grant, and the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) Project Securing College/Career Opportunities Through Rigor in Education (SCORE) Grant (Chief of Schools)
EXECUTIVE SUMMARY
The proposed one-week camp is a collaborative project. Chamberlain High School was awarded a TOP-3 grant.  The goal of the grant is to support low-income students in the development of college readiness skills.  This is year two of the 2-year grant.  The purpose of GEAR UP: Project SCORE is to increase early college awareness among targeted students from the GEAR UP sites (East Bay High School and Spoto High School) by expanding services and enhancing resources to serve students, educators, and as a result, schools as a whole via its proposed project.  This is year five of the 6-year grant.

The residential camp at USF will provide all students with an opportunity to experience college level academics while being housed on campus, and supported by USF and Hillsborough County Public Schools' staff. The partnership with USF will provide daytime academic activities as well as evening program materials. Students stay on campus under the advisement of certified high school teachers, while they attend classes taught by college professors and work with college staff for advisement on college planning, application and financial aid processes, and extracurricular college activities.  A parent orientation is planned and their support is a vital component of the success of this program.  The three high schools expect the camp will increase student success by helping to develop students’ background knowledge and skills relating to college readiness.

Funding in the amount of $104,062.32 will be available in the TOP-3 Grant.  For tracking purposes, the project number specific to this agenda item is 3367.  As of April 18, 2019, the remaining balance less encumbrances for this line item equaled $104,062.32.  Funding in the amount of $34,687.44 will be available in the GEAR UP grant.  For tracking purposes, the project number specific to this agenda item is 3581.  As of April 18, 2019, the remaining balance less encumbrances for this line item equaled $53,406.50.
EVALUATION
Performance data is provided annually to the United States and Florida Departments of Education through an Annual Performance Review (APR) by the Office of Strategy Management.  The APR will be completed with the support of an external evaluator that will review and analyze the grant cohorts.
