Approve License Agreement Between the School Board of Hillsborough County and the Embarc Collective Tampa Bay for Parking in Lot III Leased by the School Board from the Tampa-Hillsborough County Expressway Authority (Operations Division)
EXECUTIVE SUMMARY
The Embarc Collective has a vision to become the central landing zone for technology entrepreneurship in the Tampa Bay area.  Their Chief Executive Officer reached out to the School District to ask if we could assist them with occasional parking needs when they are hosting large events at their new facility located at 802 E. Whiting Street.   The School Board leases three individual parking lots from the Tampa-Hillsborough County Expressway Authority for employee parking at the Raymond O. Shelton School Administrative Center.  The Lease allows the District to enter into a license agreement for spaces.  The Collective proposes use after business hours and on weekends on an as-needed basis which will not interfere with employee parking.
 
The schedule of the parking lot use will be managed by the administration at Rampello K-8 Partnership School that will also be the recipient of any funds derived from the use of the lot for events.  The Collective plans to create a relationship with the faculty and students at Rampello where they can visit the facility and learn about entrepreneurship in the technology field. 

Lot III is located between the Rampello Downtown Parking Garage and the Embarc Collective facility.  The term will run concurrent with the District's lease term with the Expressway Authority.  The License Agreement will commence on July 1, 2019, and terminate on May 10, 2020, and may be extended if the lease with the Expressway Authority is extended.

This is a pay-per-use agreement. The fee for use will be either $200 for weekday evenings or $500 for weekend days use and will be paid to the Rampello K-8 Partnership School.
