SUBJECT / RECOMMENDATIONS
Approve the Memorandum of Agreement (MOA) with the University of South (USF) Florida Board of Trustees, a Public Body Corporate Department of Teaching and Learning for the Partnership Resource Teachers (PRTs) (Office of Teaching and Learning)
EXECUTIVE SUMMARY
On September 11, 2018, the School Board approved an MOA with USF to support PRTs as liaisons between Hillsborough County Public Schools (HCPS) and the USF Department of Teaching and Learning.  The purpose of this program is to place teachers on special assignment as liaisons supporting both the USF College of Education pre-service teachers and HCPS classroom teachers within the cohort and partnership schools.  This will establish a framework of collaboration, as well as articulate specific roles and responsibilities for each entity to support the full and effective implantation of the proposed project.

FINANCIAL IMPACT (Budgeted:  Yes)
The salary and fringe benefit costs for PRTs will be jointly funded by USF and HCPS.  Funds in the amount of $94,000 will be available from the Urban Teacher Residency Partnership (i3) grant, Project 3637.  Additional funds will be provided by USF, as outlined in the MOA.
EVALUATION
An external evaluation examined student growth on the i-Ready assessment for the 209 HCPS students taught by the 7 former Urban Teacher Residency Partnership Program residents who were employed as teachers in HCPS Title I schools during the 2017/2018 school year.  Based on the i-Ready Overall Placement ratings, 68 percent of students who scored one level below grade level increased to "on or above grade level" by the end of the school year.  Additionally, 40 percent of students who scored two or more levels below grade at the beginning of the school year increased by at least one grade level and 12 percent of students increased to "on or above grade level" by the end of the school year.
