SUBJECT / RECOMMENDATIONS
Approve the Agreement for Technical Services with Public Consulting Group, Inc., for a Comprehensive Literacy Audit (Office of Teaching and Learning)
EXECUTIVE SUMMARY
Public Consulting Group, Inc., is experienced in conducting curriculum audits, in developing and supporting implementation of curriculum maps, lessons, and assessments that are aligned to Florida Standards, and in designing and implementing standards-aligned professional development. The comprehensive literacy audit will include an overview of student performance in Kindergarten through Grade 5 reading and writing at each elementary school; a review of current literacy practices and programmatic strengths; and areas for improvement at the district level.  Recommendations will be provided to design a districtwide literacy support system to increase the number of students achieving proficiency.

The project is implemented through an eight-phase action plan, which includes collaboration with district leadership, focus on current literacy frameworks, instructional tools, assessments, and resources.  A mid-program report of findings and recommendations will be provided along with a final report of findings with recommendations and guidance on improving literacy curriculum, instruction, intervention, assessment, and professional development.  A two-day action planning process will be conducted with district leadership to review the report findings and identify actionable steps and expected outcomes.

Funds in the amount of $500,000 will be available in the K-12 Comprehensive Research-Based Reading Plan budget, Project 4528.
EVALUATION
The Office of Teaching and Learning will oversee the audit progress through evaluation activities and ensure that all deliverables are transmitted to stakeholders to inform future literacy instruction and assessment decisions.
