SUBJECT / RECOMMENDATIONS
Approve the Purchase of Literacy Footprints Guided Reading Systems from Pioneer Valley Educational (Sole Source Provider) (Business Services Division)
EXECUTIVE SUMMARY
Literacy Footprints provide classroom teachers with leveled text to support guided reading instruction. These collections support the professional development teachers have received from attending the Next Steps in Guided Reading training provided by our ELA department. Teachers will use these texts to differentiate reading instruction for small groups of students with a focus on critical foundational skills in phonics, vocabulary, fluency, and comprehension.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase of educational services and any type of copyrighted materials including, without limitation, educational tests, textbooks, and printed instructional materials where such materials are purchased directly from the producer, publisher, or the owner of the copyright.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures estimated in the amount of $500,000 will be available in the Title I budget, project 3595, and $500,000 in the Unified School Improvement Grant (UniSIG) budget, project 3599.  As of April 15, 2019, the remaining balance less encumbrances for Title I equaled $7,019,353.  The remaining balance less encumbrances for the UniSIG grant equaled $4,151,943.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
