Approve 2019 Florida Department of Education (FDOE) Educational Plant Survey (Operations Division)
EXECUTIVE SUMMARY
Florida Statute 1013.31 requires all school districts to complete an educational plant survey once every five years. The survey establishes the condition of existing facilities, and accesses the need for repairs, major renovations, remodeling, and capacity improvements. In addition to the standard information, this survey incorporates facility assessments, recent demographic information, and site visit interviews with administrators.

Individual recommendations include scopes of work based on the FDOE’s 2023/24 COFTE student projection for Hillsborough County of 197,414. The survey recommends renovation and remodeling projects in order to provide adequate facilities for the projected students.

Survey recommendations are a snapshot of the projected construction needs within the next five years. Health, life, safety, and general maintenance projects do not require a survey recommendation and are not included in the survey. If improvement priorities change within the next five years, spot surveys may be approved by the School Board and submitted directly to FDOE for review. Recommendations comply with State requirement and support the School Board's policies.

FINANCIAL IMPACT (Budgeted:  Yes)
The project cost estimates within the survey are generated by the Department of Education using state cost averages, and therefore do not reflect the actual costs incurred by the district.  The school board will have the opportunity to review and approve projects through five year facilities plan and construction phase pursuant to board policy. 

The Educational Plant Survey recommends maintenance and construction costs are estimated to be $1,651,865,870 over five years. Funding will be derived from state and local resources, as they become available.
