Approve IDEA Florida's Four Performance-Based Agreements (Charter Office)
EXECUTIVE SUMMARY
Florida Statute 1002.333(4) provides that a hope operator may submit a notice of intent to the school district in which a persistently low-performing school has been identified by the State Board of Education.  The notice must include: an academic focus and plan, a financial plan, goals and objectives for increasing student achievement for the students from low-income families, the organizational history of success in working with students in similar demographics, the grade levels to be served, the proposed location or geographic area proposed and the proximity to the persistently low-performing school, and a staffing plan.  Once received, the school district shall enter into a performance-based agreement with the hope operator.  
 
IDEA Public Schools is a 501(c)(3) non-profit organization that currently operates schools in Texas and Louisiana.  They were approved as a hope operator by the State Board of Education on March 27, 2018. IDEA Florida has submitted a notice of intent to operate four schools on two sites opening in August 2021.  The two persistently low-performing schools identified are Oak Park Elementary and Robles Elementary.  

Performance-Based Agreements for the following schools are attached:
  • IDEA Tampa Bay Academy #1, a K-5 school within five miles of Oak Park Elementary
  • IDEA Tampa Bay Academy #2, a K-5 school within five miles of Robles Elementary
  • IDEA Tampa Bay College Prep #1, a 6-12 school within five miles of Oak Park Elementary
  • IDEA Tampa Bay College Prep #2, a 6-12 school within five miles of Robles Elementary
The Notice of Intent with all revisions submitted by IDEA Public Schools is available for review in the Charter Schools Office.

FINANCIAL IMPACT (Budgeted:  Yes)
IDEA Florida will operate four schools with a first-year projection of 936 students.  The estimated Florida Education Finance Program (Part 1) funds that will be generated are $6,437,114.  The school will also qualify for categorical, capital outlay, and grant funds as appropriate and allowed by Florida statutes.
EVALUATION
The school will be evaluated annually based on the performance goals in the agreement. A recommended time for a new Performance-Based Agreement will be brought to the Board prior to the end of June 2026.
