Approve the Memorandum of Agreement with the Children's Board of Hillsborough County (Children's Board) for the Supporting and the Empowering Educational Developmental Services (SEEDS) Project (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
The SEEDS project is a multi-disciplinary intervention team composed of schools, community, and family representatives. The primary goal of SEEDS is to provide support for children ages three through third grade and their families so that they are ready for kindergarten, promoted to the next grade level, and reading on level by third grade. This is accomplished by working together with the family to support the developmental, educational, and social needs of the child so he/she is able to function more successfully at home, in school, and in the community. The SEEDS project combines the strengths of the family, school system, community services, and existing family supports to achieve goals established by the family in conjunction with the SEEDS team. In strength-based planning, the family, school system, and community service providers link assets across systems to establish a collective force to reduce or eliminate barriers faced by the child and family. The Children's Board funds this project in partnership with Hillsborough County Public Schools.

Funds in the amount of $160,000 will be available in the general fund. For tracking purposes, the project number specific to this agenda item is 5323. As of May 21, 2019, the remaining balance less encumbrances for this line item equaled $160,000. The funds are to be allocated to SEEDS in two installments of $80,000 each. The first installment is scheduled to occur 30 days after the approval of the Memorandum of Agreement, and the second installment is scheduled for payment by June 30, 2020.
EVALUATION
The SEEDS program has a contract with the Children's Board with program goals and measurement plans. Children's Board staff members meet quarterly with the SEEDS administrator and select staff to review service levels, performance, and status of the outcomes. Data entry and a fiscal review is conducted annually. The process is comprehensive and examines performance at both the program and the agency level, including the number of families served in a timely manner.

The Supervisor of School Social Work Services (SSWS) serves on the SEEDS Leadership Council with the SEEDS administrator and select Children's Board staff members to review service outcomes and make changes and modifications, if identified. The Leadership Council will meet quarterly during the 2019/2020 year. The SSWS Supervisor also distributes a survey to select educators about participating students to determine impact on academic performance (for example: submitting homework, class participation, attendance, getting along with peers, etc.) as well as parent participation in school activities including conferences with educators.
