Approve the Health Insurance Renewal for 2020 (Human Resources)
EXECUTIVE SUMMARY
Following the district’s 2018 Invitation to Negotiate (ITN) for health insurance, Humana Medical Plan, Inc., was selected and committed to a slight (1.8%) rate increase in 2019, and a rate increase cap of 7.56% in 2020. The District’s Health Insurance Committee met recently and the premium was reduced slightly due to a very minor plan design change impacting only a few hundred employees. In order to maintain current deductibles and coinsurances, no other plan design changes were made. In addition, at this time, the Health Insurance Fee required by the Affordable Care Act is in place for 2020. If this fee (2.4%) is not waived, as it was for 2019, the 2020 total health insurance renewal will be a 9.54% increase.

Highlights of the 2020 renewal include:
  • Employee cost for CoverageFirst Local remains $0
  • $1,000 upfront benefit allowance continues on CoverageFirst Local
  • Wellness program continues for all benefit-eligible employees, including those who opt out of the district’s health insurance
  • Employees who have other group health insurance coverage may continue to opt out of the district’s plan and continue to receive up to $720 credit for the year

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $169,562,495 will be available in the Employee Benefits Department 2019/2020 fiscal year budget.  
EVALUATION
Health insurance data trends are reviewed at least quarterly, and rates are renewed annually.
