Approve the Agreement for Technical Services Between Franklin Covey Client Sales, Inc., and The School Board of Hillsborough County, Florida for The Leader in Me Program at Mintz Elementary (Chief of Schools)
EXECUTIVE SUMMARY
The Leader in Me program is a whole school transformation model that empowers students with the skills they need to be successful in the 21st century.  Based on paradigm, content, and practices, when implemented with fidelity, The Leader in Me program transforms how a school and community approach education.  Students' social-emotional well-being also improves, thereby creating a stronger school culture.

Mintz Elementary will continue to implement this program during the 2019/2020 school year with training scheduled to be provided in August 2019.  During the second year of implementation, faculty and staff at the school will receive training, materials, online resources, and coaching from the Franklin Covey professional development team.  If new teachers are hired mid-year, training will be provided to those teachers at no additional cost.

Franklin Covey Client Sales, Inc., has provided services to Hillsborough County Public Schools for the past four years at one school, and for the past year has provided services at three other elementary schools.  The results, after the initial year of implementation of The Leader in Me program at Mintz Elementary, are shown below in the evaluation section.

Funds in the amount of $23,179.84 will be available in the Mintz Elementary Title 1 Account.
EVALUATION
After one year of implementation at Mintz Elementary, the following initial data aligns to the goals of the initiative.  Franklin Covey's Measurable Results Assessment faculty survey shows that student leadership increased from 64.4 percent to 67 percent.  In the area of culture, the survey showed that faculty recognized an increase in supportive environment from 71.2 percent to 76 percent.  Initial Florida Standards Assessment (FSA) data shows an 11 percent decrease of third grade students who scored a level one on the 2019 state assessment.  Attendance data shows an increase from an average of 89 percent for 2017/2018 to 91 percent in 2018/2019.  In response to the question "students treat others with respect" asked to 349 students, the data shows a 15.9 percent increase of students who agree with this statement.  In 2019, the Action for School Quality Initiative survey results show that 96 percent of the teaching staff felt Mintz Elementary students are held to high expectations as compared to the district at 89 percent.

We will continue to monitor the data of Lanier Elementary, which finished their fourth year of implementation.  Their assessment data shows a positive increase in all areas of the FSA for 2017/2018, achievement levels and learning gains.  Attendance was at the highest rate going from 84 percent to 94 percent in 2018/2019.

At Mintz Elementary, the Area 5 Leadership team will monitor implementation and fidelity and will observe student experiences.  Data related to student attendance, disciplinary incidences, and student participation in school-sponsored events, as well as survey results from both parents and students will be reviewed.
