Approve the Turnaround School Supplemental Services Applications (TSSSA) for Hillsborough County Public Schools (HCPS) (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
The Florida Legislature approved Senate Bill 7070 which provides for the funding of the Turnaround School Supplemental Services Allocation to schools that meet one of the following three criteria:
  1. A school that has earned at least three consecutive grades below a “C” (Might be in Cycle 2 or 3 of turnaround with the grade history of FFD, FDF, FDD, FFF).
  2. A school that is implementing a district-managed turnaround plan.
  3. A school that has improved to a “C” or higher and is no longer in turnaround status within the last two years.
Eligible schools will receive an allocation based on student enrollment.  The schools provided in the attachment have been preliminarily identified as those that may meet the criteria to receive a TSSSA allocation. A final, state-confirmed list of schools and their allocations will be provided by the Florida Department of Education (FLDOE) following the release of school grades.

In order to access the funding, Senate Bill 7070 requires the school district to develop and submit school-specific plans for implementation of TSSSA to its Board no later than August 1, of each fiscal year. The Board must approve the plans in order for the district to submit the applications to the state.  At a minimum, a school’s plan must:
  • Provide focused instruction to improve student academic proficiency, which may include additional instruction time beyond the normal school day or school year;
  • Describe how instructional personnel will be identified, recruited, retained, and rewarded;
  • Establish clearly defined and measurable high academic and character standards;
  • Establish comprehensive support services that develop family and community partnerships;
  • Increase parental involvement and engagement in the child’s education;
  • Provide professional development that focuses on academic rigor, direct instruction, and creating high academic and character standards;
  • Include a strategy for continuing to provide services after the school is no longer in turnaround status by virtue of achieving a grade of “C” or higher.
The Board approved plans must be submitted to the FLDOE by September 1, 2019.

The FLDOE will award funds to local educational agencies.  The projected allocation for the eligible schools may be over $11.3 million.
EVALUATION
Under the terms of the grant, HCPS is responsible for project evaluation. HCPS district level personnel, site based administrators, and key personnel from the Office of Strategy management will collaborate to provide the required reporting
