SUBJECT / RECOMMENDATIONS
Approve the Memorandum of Agreement (MOA) with After-School All-Stars, Inc. (ASAS) to Provide Before and After School Programs at Memorial Middle School (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
On February 2, 2016, the Board approved an MOA with ASAS to provide before and after school programs at Memorial Middle School. ASAS received 21st Century Community Learning Center (CCLC) grant funding from the Florida Department of Education (FLDOE) to continue this work.  The purpose of the 21st CCLC grant is to create a community learning center that provides academic enrichment opportunities during non-school hours to help students meet state standards in core academic subjects such as reading and math.

• Improve the high school graduation rate • Provide a student-centered learning environment that engages every child
FINANCIAL IMPACT (Budgeted:  Yes)
All costs of these services will be the responsibility of ASAS.  Hillsborough County Public Schools (HCPS) agrees to provide free facility usage at Memorial Middle School, snacks/meals, and program consultation.  ASAS is responsible for compensating all personnel employed in conjunction with the program and for the provision of all program supplies necessary to carry out program activities.
EVALUATION
As the funding agency, the FLDOE requires the use of an external evaluator to assess project impact and provides ASAS an annual formal report. ASAS submits a copy of the report to HCPS Office of Strategy Management and Afterschool Department. The year one (2016/2017) grant evaluation report cited the program met or exceeded the proposed benchmarks in six of seven proposed objectives. As reported for year two (2017/2018) ASAS met or exceeded proposed benchmarks in six of seven proposed objectives. The year three (2018/2019) annual report will be made available in mid-August.
