Approve the Agreement for Technical Services #19134-ATS-IV with Franklin Covey Client Sales, Inc. for The Leader in Me Program at Mango, Potter, Woodson K-8, Bing, James, and Kimbell (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
Leader in Me is a whole-school transformation model that empowers students with the skills they need to thrive in the 21st century. Leader in Me starts from the premise that every child possesses unique strengths and has the ability to be a leader. It integrates leadership development into existing school programs, curricula, and traditions in a seamless way. It serves as a foundational operating system for the school, improving relationships, transforming culture, and motivating staff members and students.

Mango, Potter, Woodson K-8, Bing, James, and Kimbell will begin program implementation at the start of the 2019/2020 school year. The staff will engage in the 7 Habits of Highly Effective People professional development, which includes a twelve-hour training focused on principles of personal management, interpersonal effectiveness, ways to stay balanced and energized, a plan for leadership growth and improvement, and a common language of leadership among staff members.

They will then attend a six-hour professional development enhancing ways to teach leadership in direct lessons and integrate the 7 Habits into existing curriculum. Finally, they will attend a third six-hour professional development with staff titled, Creating Culture. The staff will define three ways to create a leadership culture, transform the school's physical environment, create an emotional climate of trust and caring, empower students with leadership roles and responsibilities, and use events to build culture and practice leadership skills.

Funds in the amount of $203,601.24 will be available in the Title IV grant. For tracking purposes, the project number specific to this agenda item is 3744. As of July 11, 2019, the remaining balance less encumbrances for this line item equaled $203,601.24.
EVALUATION
Schools across the country using Leader in Me have found there was a 22.84 percent improvement in student behavior. Leader in Me Schools showed a 35 percent decrease in the number of students with excessive absences. There was an average of 90 percent of staff agreeing or strongly agreeing with the statement: All students at this school are leaders. Academically, there were increases in English Language Arts on and above level readers including a 20 percent increase in first grade, 73 percent increase in second grade, and 130 percent increase in third grade. After two years of implementation, Lanier Elementary in Hillsborough has improved academic achievement, school climate survey data, and student behavior and attendance.
