Accept the Piggyback of the Agreement Between The School Board of Pasco County, FL and Presidio Networked Solutions, Inc. - Bid # 16-075-ZM, Cisco Equipment, Software, and Maintenance (Business Services Division)
EXECUTIVE SUMMARY
This agenda item approves hardware maintenance and support for existing Cisco enterprise network equipment located within the district’s data center. The district maintains post-warranty extended maintenance coverage for information technology equipment critical to the daily operations of the district. Cisco Systems, Inc. SMARTnet Service includes both hardware and software support for Cisco equipment and provides direct access 24 hours a day, 365 days a year, to specialized experts in the Cisco Technical Assistance Center. This maintenance is needed to ensure schools have network connectivity to the Internet, district online resources, and to support online testing and teaching aids. The district will piggyback this agreement for software and equipment maintenance only.

The initial term of this contract will commence on July 31, 2019 and shall remain in effect to October 18, 2019 with three additional 1-year renewal options. Piggyback agreements may be terminated at any time. This contract will be reviewed and evaluated annually, and may be renewed by the Superintendent per the terms of the specifications.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations (Invitations to Bid (ITB), Requests for Proposals (RFP), or Invitations to Negotiate (ITN)), from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other district school boards, community colleges, federal agencies, or the public or governmental agencies of any state. As defined by the National Institute for Governmental Purchasing (NIGP), "piggybacks" are a form of intergovernmental cooperative purchasing best practice. NIGP's established standard states that public procurement should consider the use of piggybacks and cooperative contracts to lower prices and administrative costs, as they can be a more effective and efficient use of time and resources because the other entity has already completed the competitive process.

FINANCIAL IMPACT (Budgeted:  No)
Funds in the amount of $104,922,14 will be available in the Information Technology budget for this expense.  There is no specific project number assigned for this purchase.  Funds will be allocated in the 2019/2020 fiscal year.
EVALUATION
The Pasco County bid currently has the highest discount available for Cisco Smartnet services. Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
