Accept the Highest-Ranking Reply from Instructure, Inc. for Invitation to Negotiate (ITN) #18082-DST-IV Student Information System (SIS) (Learning Management System Portion) (Business Services Division)
EXECUTIVE SUMMARY
On October 2, 2018, Procurement Services, in conjunction with the Office of Teaching and Learning and the Information Technology Department, issued an ITN to establish fixed pricing for the provision of a SIS and a learning management system (LMS). The evaluation committee consisting of teachers, school and district staff selected the Canvas platform from Instructure, Inc. as the top LMS. This agenda item awards the LMS portion of the bid to Instructure, Inc., for their Canvas solution. The SIS portion will be awarded on a separate agenda item.

Canvas is a cloud-based LMS that enhances teaching and learning. The tools are designed to be accessed from computers and mobile devices. Canvas' Learning Object Repository is a space where teachers can take full advantage of robust sharing, storage, search, and importing features to better equip courses, lessons, modules, assignments, discussions, quizzes, pages, and document files.

As a Software-as-a-Service, Canvas provides around the clock access to all users. Canvas is hosted on Amazon Web Services. With Canvas, the district will have unlimited scalability and over 99.9 percent uptime. Updates and data backups happen automatically, so there’s less risk and less downtime.

The initial term of this contract is a 5-year period beginning July 31, 2019, with one 5-year renewal. All prices offered are firm against any increase for five years from the effective date. There is a 30-day termination for convenience clause included in this contract.  This contract will be evaluated and may be renewed by the Superintendent, per the terms of the specifications.

Total 5-year cost is $2,777,000. Funds in the amount of $513,000 will be available in the Information Technology budget, annually. Non-recurring fees in the first year include implementation services at $42,000 and up to $170,000 in training.
EVALUATION
The implementation of the LMS is a key component of the district wide instructional technology strategy in order to provide a digital tools system that assists instructional personnel and staff in the management, assessment, and monitoring of student learning and performance. The need to develop and implement an instructional technology strategy and plan was identified in the Gibson report. Specifically, asserting the plan should be led by the Office of Teaching and Learning, with input from the Information Technology Department to ensure that instructional technology is well integrated with the district’s curriculum and instruction strategy.
