Approve the Teenage Parent Program Plan for Hillsborough Teenage Parent Program Effective August 21, 2019 (Workforce Connections)
EXECUTIVE SUMMARY
School board members will be provided with an overview of the implementation of Hillsborough Teenage Parent Program work as a result of state law.  The district abides by Florida Statutes to establish and implement a teenage parent program, which includes approving the Teenage Parent Program Plan and all subsequent amendments prior to reporting students and their children for teenage parent program funding. Per Rule 6A-6.0525, Florida Administrative Code (FAC), the plan includes the following: agency coordination; specific outcome objectives; evaluation; specific student eligibility criteria; student admission procedures; and program operating procedures addressing the following:  pregnancy and parenting related curriculum, special strategies specific to this population, equal access for exceptional and limited English proficient students, implementation sites, length of stay in the program for students and their children, and total teenage parent program Full-Time Equivalent (FTE) projected for students and their children.  For the 2018/2019 school year, the total teenage parent program Full-Time Equivalent (FTE) for students and their children is 201 (including 102 students under the age of 21 who are pregnant or have a young child and 99 children who are six weeks to four years of age).

FINANCIAL IMPACT (Budgeted:  Yes)
The estimated annual budget for the Teenage Parent Program is approximately $785,000 (including $450,000 for childcare services via teenage parent program sites, $170,000 for childcare services via community providers, and $165,000 for 2 FTE district-based program staff).
EVALUATION
Specific outcome objectives (referenced on page 2 of the Teenage Parent Program Plan), developed by the district, are based upon the following required common objective criteria:
  • Remaining in school or earning a high school diploma
  • Improving parenting skills
  • Giving birth to babies weighing 5.5 pounds or greater
Program administration will review data reports at the beginning and end of the annual performance period to determine if documented objectives of the program were achieved.  Progress reports will be shared with district staff to discuss progress of the program objectives during the annual performance period.  Data will be analyzed to determine the success of the program and future activities.  At the conclusion of the program, a final report will be shared with district staff and the Department of Education.
