Approve the Agreement for Technical Services #19151-ATS-IV with Marzano Academies (Leadership, Professional Development, and School Transformation) 
EXECUTIVE SUMMARY
Marzano Academies are moving into year two at Pizzo K-8 and Frost Elementary. The focus of Marzano Academies is that students will learn the content and skills they need for success in college, careers and beyond with a personalized, competency-based education program. School support will be divided into the following areas: safe and collaborative culture, effective teaching in every classroom, standards-referenced reporting and competency-based education, blended instruction and personalized learning, and high reliability feedback to students, parents, teachers and administrators. 

The sites will have 44 days of direct, on-site, personalized professional development that will include the following:  Marzano critical concepts, measurement topics and proficiency scales, designing classroom assessments based on proficiency scales, building an environment to support student agency, and implementing the instructional model components based on the New Art of Science and Teaching. All teachers will receive The Marzano Compendium of Instructional Strategies composed of over 300 instructional strategies that are tailored to personalized, competency-based education programs. 

Dr. Marzano will coordinate with school leadership and the schools’ leadership teams to monitor and support the development of a successful, personalized, competency-based education program.

Funds in the amount of $215,850 will be available in the Title IV budget. For tracking purposes, the project number specific to this agenda item is 3745. As of August 1, 2019, the remaining balance less encumbrances for this line item equaled $215,850.
EVALUATION
Marzano Academies is based on decades of research related to assessment, grading, instructional strategies, school leadership, teacher effectiveness, and technology. Implementation of Marzano Academies framework will be monitored through classroom observations showing implementation of the Marzano research-based strategies and student achievement learning gains. Marzano’s research indicates a strategy with an effect size of 0.40 would equate to a year’s worth of growth. In looking at four strategies Collective Teacher Efficacy (effect size 1.57), Student Self-reported Grades (effect size 1.33), Teacher Clarity (effect size 0.75), and Feedback (effect size 0.70), the research indicates significant growth and high achievement which positively impacts student success. According to Dr. John Hattie, this model makes a difference in the achievement and well-being of all students.
