Approve the Agreement for Technical Services #19165-ATS-IV with the Hillsborough Education Foundation for Artistic Personnel Services for the 2019/2020 School Year (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The Hillsborough Education Foundation will work collaboratively with Hillsborough County Public Schools to facilitate the engagement of Artistic Personnel Services to provide student experiences in multiple arts genres.  This facilitation will include personnel payment and all resulting fiscal responsibilities for in-school field trips, graduation ceremonies, the Fine Arts Festival, and various in-school workshops and performances.

The program will create equity and access for students to participate in arts experiences.  Research shows a strong relationship between learning in the arts and fundamental cognitive skills and capacities used to master other core subjects including reading, writing, and mathematics. Research also shows the arts increase the opportunity for success for at-risk students. Low socioeconomic status students with a high level of participation in the arts have a 4 percent dropout rate while their peers with low participation in the arts have a dropout rate of 22 percent. In addition, low-income students with an arts education are more than twice as likely to graduate college. This program will support these opportunities for success for our students.

Funds not to exceed the amount of $37,000 will be available through the following sources:
  • Middle School Visual Art: $600 - Project 6157
  • Elementary Music: $5,000 - Project 6059
  • Instructional Arts in Education: $10,500 - Project 6003
  • Secondary Music: $1,400 - Project 6223
  • Library Media Services: $7,500 - Project 6353; $12,000 - Project 4321
EVALUATION
An evaluation will be conducted through teacher surveys to ensure quality and alignment to Florida and Next Generation Sunshine State Standards. In addition, student reflections will be conducted where appropriate.
