SUBJECT / RECOMMENDATIONS
Approve the Agreement for Technical Service # 19127-ATS with Araseli Martinez-Pena to Provide Support for Hispanic and Multicultural Family Engagement (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
The Provider shall perform the following satisfactorily, competently, and professionally in relation to the goals of Hillsborough County Public Schools (HCPS):
  • Prioritize planning, preparation, and implementation of the Mexican American Legal Defense Education Fund Parent School Partnership Program (PSP).
  • Provide technical assistance, coaching, planning, and preparation for district wide events aligned to curriculum completion.
  • Coordinate administrative and coaching services for the continued implementation of critical activities and programs relevant to Hispanic and Multicultural students and their families to ensure progress in closing achievement gaps, increasing graduation rates, and increasing family and parent engagement.
  • Support to build the capacity of families and schools to engage in authentic partnerships to impact student achievement.  Services will be provided from October 2019 through August 2020 to parents and school staff including administrators, PSP trained facilitators, and PSP district.
  • Communicate and collaborate with the district leadership team.
  • Empower parents to be advocates and leaders in their schools and to build authentic parent school partnerships by addressing educational inequities faced by marginalized populations.
  • Ensure parents gain knowledge to adequately participate in their children’s education by learning to navigate the educational system, effectively communicate and overcome language barriers, and capitalize on cultural assets and gain an in-depth understanding of their children's  and their rights. Parents will develop leadership qualities to identify areas of improvement and create positive change in schools leading to strong and empowered school parent partnerships.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $34,000 will be available in the Migrant Voluntary Prekindergarten account. For tracking purposes, the project number specific to this agenda item is 4547. As of August 15, 2019, the remaining balance less encumbrances for this line item equaled $60,000.
EVALUATION
The Provider shall explain the expected outcomes for providing the services described above, including collection of data, method of delivery, review, and evaluation, if warranted. Deliverables are described herein: HCPS will receive quantifiable data reports and certified parent completers, implementation calendars, parent surveys, school improvement action plans and planned events.
