SUBJECT / RECOMMENDATIONS
Approve the Second Modification of the Agreement Between Hillsborough County Board of County Commissioners (BOCC) Head Start/Early Head Start Program and The School Board of Hillsborough County, Florida (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
On October 4, 2016, the Board approved the Interlocal and Business Associate Agreements with BOCC Head Start/Early Head Start for participation as a Delegate in the Head Start Program. The initial term of the agreement was from October 1, 2016, through September 30, 2017, with a renewal for three successive one-year period options (Article 2, on page 2 of the 2016/2017 Interlocal and Business Associate Agreement). The term for this modification will be from October 1, 2019, through November 30, 2019, which grants a 60 day extension. The second modification of this agreement was reviewed and approved by the School Board Attorney on August 16, 2019. It is the practice of the BOCC to sign a negotiated contract/agreement after it has been signed by the Board.

Funds in the amount of $12,114,655.68 will be available in the Interlocal budget. For tracking purposes, the project number specific to this agenda item is 3702. These dollars consist of $11,995,378.69 in Head Start base funding and $119,276.99 for training and technical assistance. All funds are expended for the operation of The School Board of Hillsborough County, Florida, Head Start Program for services provided for eligible families.
EVALUATION
Financial statements are audited by the BOCC Head Start/Early Head Start, as prescribed by law. Federal funding for The School Board of Hillsborough County, Florida, Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district-generated revenue used for this program.
