Accept the Lowest Responsive, Responsible Bids Submitted by Cross Environmental Services, Inc. and Johnson's Excavation & Services, Inc. - Invitation to Bid (ITB) #19175-MST-IV Portable Demolition Services (Business Services Division)
EXECUTIVE SUMMARY
On October 2, 2019, Procurement Services, in conjunction with the Facilities Maintenance Department, issued an ITB for a portable demolition project for Hillsborough County Public Schools (HCPS).  Per State Statute 274.05 and School Board Policy 7310, the Board may sell, transfer, or dispose of any real or tangible property, which they deem no longer serviceable or usable in the current educational program.  Due to extensive repairs, along with the cost of moving and setting up, the portables that are declared Beyond Economic Repair when inspected by HCPS Safety and Risk Management will be demolished.

The initial term for this contract will be for a 1-year period, with four 1-year renewals.  There is a 30-day termination for convenience clause included in this contract.  All prices offered are firm against any increase for one year from the effective date.  This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

Funds in the amount of $100,000.00 will be available in Millage.  For tracking purposes, the project number specific to this agenda item is 8034.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
