Accept the Highest Ranked Reply from Thunder Bay Construction, LLC - Invitation to Negotiate (ITN) #19184-MST-BJH Newsome High School ROTC Obstacle Course Construction (Business Services Division)
EXECUTIVE SUMMARY
On September 25, 2019, Procurement Services along with the Junior Reserve Officers Training Corps (ROTC) Senior Army Instructor at Newsome High School, issued an ITN to establish a contract to provide all labor necessary for the construction of an obstacle course at Newsome High School.

Newsome High School ROTC will begin constructing an obstacle course during the 2019/2020 school year on the southwest corner of the Newsome High School campus in order to provide cadets with a safe and challenging course that will promote teamwork, build individual confidence, and improve overall physical fitness. Finances for this project are being provided entirely through donations and cadet fundraising efforts. Healthy physical stimulation can have a positive impact on student learning by promoting cooperation, innovative thinking, and prudent risk-taking.

The initial term of this contract will be for a 1-year period, with four 1-year renewals. There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase for at least one year from the effective date. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  No)
Newsome ROTC currently has $60,000 in their ROTC Class internal account. Newsome ROTC intends to construct as many obstacles as they can afford each year. Given the results of their annual fundraiser for the past 2-3 years, the Newsome ROTC Senior Army Instructor anticipates that this obstacle course will be completed in approximately three years.
EVALUATION
Activities will be evaluated by the program supervisor based on the number of students participating and the impact on student achievement.
