Approve the Agreement for Technical Services #0019205-ATS-IV with National School Administration Manager (SAM) Innovation Project (NSIP) (Leadership, Professional Development, and School Transformation).
EXECUTIVE SUMMARY
The NSIP is a professional development process for school leaders with tools and training to focus on actions and practices that lead to improved teaching and learning. The project combines tools, training, and strategies to help principals focus on instructional leadership. Principals involved in the SAM Project demonstrate consistent growth.  NSIP has provided services to Hillsborough County Public Schools for the past seven years. There are currently principals and school teams, as well as Area Superintendents and Leadership Specialist using the SAM process.  The contract will allow continued training and implementation support for all SAM teams from November 2019 through May 2020.

Funds in the amount of $29,400 will be available in the Title II Grant. For tracking purposes, the project number specific to this agenda item is 3785. As of October 22, 2019, the remaining balance less encumbrances for this line item equaled $29,400.
EVALUATION
After seven years of SAM implementation, data shows school leaders engaging in SAM saved an average of 12 hours per week to focus on practices that produce greater results. The practices include observation and feedback, coaching, professional development and planning, and meaningful work with students and families for an average of 65 percent of their time.   Twenty-five of the thirty-eight schools that are using SAM, have earned an A, B, or C grade. Ninety-five percent of SAM principals state the SAM process is an important factor in improved instructional leadership practice and overall school growth.
