Approve the Piggyback #19238-PGB-IV of the Agreement between Hill International, Inc. and Orange County Board of County Commissioners, Florida (Orange County BOCC) Request for Proposal (RFP) #Y16-132-ZM for Civil Engineering, Planning, Vertical Construction Management and Real Estate Acquisition Staff Augmentation Services (Business Services Division)
EXECUTIVE SUMMARY
On March 25, 2016, Orange County BOCC awarded RFP #Y16-132-ZM for Civil Engineering, Planning, Vertical Construction Management and Real Estate Acquisition Staff Augmentation Services. If approved, Hillsborough County Public Schools (HCPS) will piggyback the agreement with Hill International, Inc. to provide project management services, on an hourly and/or lump sum basis, to perform duties as the Owner's Agent on yet to be determined future construction projects.

The initial term of this contract is from April 4, 2016, through April 3, 2021. This contract may be renewed, by mutual agreement, for additional periods up to a cumulative total of seven years at the same prices, terms and conditions. Any change in price, terms or conditions shall be accomplished by written amendment to this contract. There is a 30-day termination for convenience clause included in this contract. HCPS will commence it's use effective December 11, 2019. This contract will be reviewed and evaluated and may be renewed by the Superintendent, per the terms of the specifications.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices from contracts awarded by other city or county governmental agencies, or other district school boards.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding for HCPS projects will be allocated on an as-needed basis from Millage and Referendum funds.
EVALUATION
Contract administrator and evaluation is performed by the Project Manager (the “End User”) and Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the contractor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
