Approve the Contract with Frontline Technologies for the Purchase of AppliTrack Recruiting and TeacherFit Software Subscriptions (Business Services Division)
EXECUTIVE SUMMARY
The AppliTrack recruiting tool will allow Hillsborough County Public Schools (HCPS) to post vacancies to social media sites, job boards, the HCPS web site, and K12JobSpot.com. This allows HCPS to broaden the scope of searches to find the high-quality applicants needed.

TeacherFit provides personality and skill set research-based selection tools designed to match an applicant’s characteristics to attributes of high-performing employees. These assessments will provide insight and the availability to filter applicants.

This purchase is exempt from the competitive solicitation process per Florida Department of Education 6A-1.012(14) Purchasing Policies. A district school board, when acquiring, whether by purchase, lease, lease with option to purchase, rental or otherwise, information technology, as defined in Section 282.0041(14), F.S., may contract with a vendor or supplier. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

Funds in the amount of $86,492.76 will be available in the Personnel Services budget. For tracking purposes, the project number specific to this agenda item is 4415. As of November 6, 2019, the remaining balance less encumbrances for this line item equaled $87,558.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
