Approve the Amendment to the Professional Services Agreement Between The School Board of Hillsborough County, Florida and Catapult Learning, LLC, to Provide Third-Party Services for the Title I, Part A Private School Reading and Mathematics Instructional Program (Academic Support and Federal Programs) (Revision to Attachment, Added Pages 8-37)
EXECUTIVE SUMMARY
On July 18, 2017, the Board awarded the Request for Proposal # 17011-EST-DD to Catapult Learning, LLC, to provide third-party remedial reading and mathematics services to eligible students at participating private schools through the Title I, Part A grant. Providing equitable services to eligible students in private schools is a requirement of the Federal Elementary and Secondary Education Act. During the 2019/2020 school year, 52 private schools will participate in the district's Title I program, which will serve approximately 1,700 students. These funds will address instructional and administrative costs.  This contract may be renewed by the Superintendent, per the terms of the contract specifications.

Funds in the amount of $2,937,274 will be available in the Title I Part A budget. For tracking purposes, the project number specific to this agenda item is 3857. The amount of funds to be approved will not exceed $2,967,224.
EVALUATION
The most recent evaluation completed for the Title I private school program revealed that students being served through the district’s program were making statistically significant improvements in reading and math. Student achievement data, as well as survey results from principals, teachers, and parents, will be used to determine overall program effectiveness. The results of this evaluation will be shared with the provider and be a critical factor when the district determines contract renewal and any future contract awards.  All students participating in the Title I program will be administered a nationally norm-referenced, pre and post assessment to measure academic growth.  At the conclusion of the 2019/2020 school year, a complete program evaluation will be conducted.
