SUBJECT / RECOMMENDATIONS
Accept the Piggyback of the Agreement between Matthews Bus Alliance, Inc., Sun State International Trucks, LLC, and the Florida Department of Education (FLDOE) School Bus Bid #2017-02 for the Purchase of School Buses and Operational Equipment (Business Services Division)
EXECUTIVE SUMMARY
If approved, the District will purchase 100 replacement school buses as outlined in the 2019/2020 capital replacement plan.  The 100 replacement school buses consists of 30 diesel Thomas Built buses with a 77- passenger capacity Type C bus with lift, 35 diesel Thomas Built buses with a 77- passenger capacity Type C without lift and 35 diesel IC buses with a 77- passenger capacity Type C bus without lift.

In accordance with the FLDOE, Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices form contracts awarded by other city or county governmental agencies, or other district school boards.

The FLDOE conducted the bid process and chose three bus manufacturers.  Florida school districts may only purchase school buses from state-approved contracts. The manufacturers’ are Blue Bird Corporation, Integrated Coach Corporation, and Thomas Built Buses, Inc. After reviewing the school bus specifications and options, the attached document shows our purchase plan.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $10,719,155 will be available in Capital Outlay Funds. For tracking purposes, the project number specific to this agenda item is 8616. The expenditure breakdown will be: 
$6,719,155 - Fund 326 - Community Investment Tax Capital Dollars
$4,000,000 - Fund 370 - Local Capital Millage FY 2019/2020
EVALUATION
Contract administrator and evaluation is performed by the Project Manager (the “End User”) and Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews.  The evaluation consists of an assessment of the contractor-provided goods and services, deliverables, and compliance with contractual requirements.  The resulting data will support renewal decisions and/or alterations to a new agreement.
