Approve the Contract #19212-CON-IV for Random Moment Time Study and Medicaid Administrative Claiming Services with Sivic Solutions Group, LLC (Business Services Division)
EXECUTIVE SUMMARY
The Medicaid School District Administrative Claiming (SDAC) program reimburses school districts for the time employees spend in administrative activities that directly support efforts to identify and enroll potentially eligible children and their families into Medicaid.  SDAC involves all school district staff who, as part of their routine job duties, help students and their families learn about Medicaid, apply for Medicaid benefits, refer students to community medical and mental health providers or collaborate with other school staff or community agencies to better address the health care needs of students.  Sivic Solutions Group, LLC will provide the management and submission of random moment time study and administrative claiming in order to be fully compensated, based on Medicaid allowable reimbursement.

FINANCIAL IMPACT (Budgeted:  Yes)
Due to recent policy determination changes by the Agency for Health Care Administration (AHCA), our district was reimbursed $5,440,454 for Medicaid SDAC in calendar year 2018, which was a 30% decrease from calendar year 2017.  Sivic Solution Group, LLC will act as our liaison to AHCA to minimize further reductions and increase our reimbursement. Payment for this contract in the amount of $17,000 for year one will come from the reimbursement dollars received (project 5010).
EVALUATION
The Medicaid program is evaluated by the amount received and lack of audit findings.  Sivic Solutions Group, LLC will provide additional oversight and assistance to ensure we obtain our optimal funding.
