SUBJECT / RECOMMENDATIONS
Approve all School Improvement Plans, School Advisory Council (SAC) Composition Forms, and SIP Waivers for 2019-2020 (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
Hillsborough County School Board Policy 2120 states, “The Board shall annually approve and require implementation of a school improvement plan (SIP) for each school in the District.”

Board Policy 2120 further provides that each School Advisory Council shall be composed of the principal and an appropriately balanced number of teachers, education support employees, students, parents, and other business and community citizens who are representative of the ethnic, racial, and economic community served by the school.

Schools develop and approve their SIPs annually using the Florida Department of Education (FLDOE) SIP online template. Through SIPs, schools implement a collaborative and ongoing process for improvement that aligns with the district goals and the school’s student data. The purpose of the SIPs is to provide a current description of student performance along with a system of Areas of Focus, outcomes, action steps, evaluation tools, evaluation processes, and professional development for increasing student achievement. All SIPs have been uploaded to each school’s individual website, accessible through the district’s website. The Area Superintendents review SIPs and work with schools to ensure compliance and high standards.

EVALUATION
The SIPs developed by the schools have helped to increase the graduation rate to 86.2 percent and overall school grades with specific planning based on state data.  The data provided from the state and the guiding questions in the SIP, aid the schools in developing a plan that will target specific areas of need. It also requires the schools to provide ways to accomplish measurable outcomes to ensure success. The data shows that from 2017-2018 to 2018-2019 the number of schools receiving an A, B, or C state grade increased from 85 percent to 86 percent, and the number of D graded schools decreased from 13 percent to 11 percent.  The SIPs have positively impacted the planning process resulting in student success. The process for submitting all of the necessary documentation is being revised to create a more streamlined method to ensure a first nine-weeks presentation to the school board for approval.
