Approve Benefit Plan Administration Services for 2021 (Human Resources)
EXECUTIVE SUMMARY
Alight Solutions provides a full range of benefit administration services to the district's active employees, inactive employees (e.g., leave of absence), disabled employees, retirees, survivors, and COBRA-qualified beneficiaries. Their services include the management of our employee self-service website, annual benefits enrollment, event processing, customer care, COBRA administration, flexible spending account (FSA) administration, direct billings and payments, data maintenance, and compliance and government reporting. In addition, they provide communication services ranging from annual enrollment materials, new hire materials, retiree communications, monthly newsletters, and medical, prescription, and Employee Assistance Plan (EAP) information videos. Alight is currently providing all these services to the District and will continue with no changes through 2021.

This agreement shall be for one year, 2021.
STRATEGIC OBJECTIVES
• Establish a strong foundation of financial stewardship
FINANCIAL IMPACT (Budgeted:  Yes)
$3.75 per medical enrollment per month (employer and employee contribution), with the balance paid through employee paid voluntary benefits.These are pass through fees and the district's health and benefits consultant shall serve as the fiduciary agent. 
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing vendor performance report of via in-person review. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements.
