Future School Site Purchase for an Elementary and Middle School at Bishop Road (Operations Division)
EXECUTIVE SUMMARY
The Growth Management Department is seeking School Board direction on the purchase and sale contract for the property located at Bishop Road.  Two options are available: (1) extend the purchase and sales contract for an additional 60 days to allow time for the resubmittal to the County and Planning Commission, or (2) move forward with the site purchase without the consistency finding. 

On November 19, 2020, the School Board approved Resolution 19-03 for the Growth Management staff to enter into a purchase and sales agreement with the owner in order to start the due diligence process.  The due diligence period ends on March 18, 2020.

On January 6, 2020, staff submitted the consistency finding request to the County and the Planning Commission per the Interlocal Agreement for School Facilities Planning, Siting and Concurrency (ILA) Section 3.3. The County responded to the consistency request on January 16, 2020, and requested additional information including a more in-depth transportation study (beyond requirement), onsite stacking, and water and sewer capacity data.  Staff held a neighborhood siting meeting on January 21, 2020, to collect public input and provided the comment and sign-in sheets to the County and Planning Commission per the ILA. Staff met with the County on February 12, 2020, in order to discuss the transportation methodology, which differs from other developer required analysis.

The Purchase and Sale Agreement has been prepared by School Board real estate counsel.  The funds for the site acquisitions will be derived from Impact Fees currently held by the Board of County Commissioners of Hillsborough County. These funds will be requested from the County by School Board Resolution after final closing to include the purchase price, commission, legal, and due diligence testing fees.

The purchase price for this property is $4,228,000.00 and will come from the millage fund (370).
