EXECUTIVE SUMMARY | |
<p>On February 3, 2020, the district received the application for Winthrop College Prep Academy. <br /><br />The applicant for Winthrop College Prep Academy is Florida Charter Educational Foundation, Inc. (FCEF) and currently governs six Kindergarten through eighth grade charter schools in Hillsborough County as FCEF or Bay Area Charter Foundation, LLC (BACF). FECF has selected Charter Schools USA as the Education Service Provider for the proposed school.<br /><br />The mission of the proposed Winthrop College Prep Academy is, “to challenge each learner to discover where their individual talents, opportunities and passion intersect.” The vision is, “to provide a world class high school model that ensures all students are ready for post-secondary pathways of their choosing.”<br /><br />The proposed school will be located at 12802 US Highway 301 in Riverview and will be open to all eligible high school students in Hillsborough County. Grades 9-10 will be offered in year 1 with a projected enrollment of 600 students. The enrollment projections will grow to 1200 students in grades 9-12 by year 3. With the approval of the attached Articulation Agreement, enrollment preference will be given to students currently served by FCEF schools.<br /><br />The proposed school will offer a traditional curriculum based on Charter Schools USA’s “Guaranteed and Viable Curriculum” and will provide opportunities to students with options for Advanced Placement, Cambridge Advanced International Certificate of Education Diploma, and Career and Technical Educational Academy Pathways.<br /><br />The Charter School Application Review Team, made up of staff from a variety of district departments and an external charter school operator, reviewed the application and provided feedback collectively. Feedback was compiled and used to interview the applicant for further understanding of the application.<br /><br />According to the requirements in F.S. 1002.33(6), charter applications shall: <br /><br /> 1. Demonstrate how the school will use the guiding principles and meet the statutorily defined purpose of a charter school.<br /> 2. Provide a detailed curriculum plan that illustrates how students will be provided services to attain the Florida Standards.<br /> 3. Contain goals and objectives for improving student learning and measuring that improvement.<br /> 4. Describe the reading curriculum and differentiated strategies that will be used for students reading at grade level or higher and a separate curriculum and strategy for students who are reading below grade level.<br /> 5. Contain an annual financial plan for each year requested by the charter for operation of the school for up to five years.<br /><br />The application meets all of the statutory requirements in F.S. 1002.33(6). The Florida Charter School Application Evaluation Instrument for Winthrop College Prep Academy and the FCEF/BACF Articulation Agreement are attached.</p> | |
