<p style="text-align: justify;">The School Board approved a Statement of Work with Tindale Oliver, an authorized planning consultant selected through RFP #15069-MST, for General Planning Services. </p>
<p style="text-align: justify;"><strong>Long Range School Planning Study Update </strong></p>
<p style="text-align: justify;">The School District’s Long Range School Planning Study conducted by Tindale Oliver was completed in May 2017, and evaluated projected enrollment growth, student generation, maintenance needs, and revenue sources to devise a capacity plan and business plan. The study was a compelling and comprehensive picture of the fiscal crisis that the District is facing. The District was unable to address the maintenance backlog and keep pace with capacity required to house new students. The study documented the need to support the School Board’s discussion of a sales tax referendum. In addition, staff has requested a review of underutilized capacity, a level of service adjustment to 100%, and a schedule of school capacity for the Five Year Work Plan. The modifications and update outlined in the scope of services is $118,012. </p>
<p style="text-align: justify;"><strong>School Impact Fee Study </strong></p>
<p style="text-align: justify;">In March 2020, Hillsborough County Board of County Commissioners approved an impact fee study conducted by Hillsborough County and Duncan and Associates. In conjunction with the update of the Long Range School Planning Study Update, District staff requested to engage Tindale Oliver to develop a study using localized data to generate a school impact fee. Since the Long Range School Planning Study Update will generate much of the data required by the impact fee study, the cost is lower than a typical impact study at $45,238.</p>
<p style="text-align: justify;"><strong>Plant City Long Range School Planning Study</strong></p>
<p style="text-align: justify;">The Plant City area is starting to experience residential growth pressures and is the next overall hot spot for new growth in the next five to ten years. In order to be proactive, District staff is hiring Tindale Oliver to conduct a Plant City specific school planning study to inform the District on how to mitigate the new growth the City will experience and will cost $119,649. The study will review the following: </p>
<p style="text-align: justify;">Development trends/locations in the Plant City area;<br />Findings of any sub-area plans or other related planning documents prepared the City, County and/or HCCCPC;<br />Enrollment trends at schools serving Plant City;<br />School utilization by school level;<br />Portion of students attending schools in their assigned attendance boundary vs, schools outside of their boundaries;<br />Student generation calculations (by sub-area, by level, etc.);<br />Any planned/proposed school capacity addition projects;<br />Potential sites for future school; and<br />Other related policy and/or technical issues.</p> |
