<p style="text-align: justify;">Approve Procedures for School Attendance Boundary Changes and the List for Future Attendance Boundary Changes (<em>Operations Division</em>)</p>
EXECUTIVE SUMMARY
<p style="text-align: justify;">Attendance boundary changes are required for the School District to manage growing enrollments, use underutilized school space, and create new attendance boundaries for new school sites. &nbsp;The Growth Management Department was assigned boundary changes around the time of the recession. &nbsp;Prior to that time, the Administration Division processed all attendance boundary changes.</p> <p style="text-align: justify;">Since this time, Growth Management has developed informal procedures to conduct these often contentious attendance boundary changes. &nbsp;Additionally, the team has added components to improve the process over the years such as a dedicated attendance boundary website, informational videos, and a dedicated boundary call line and email address. &nbsp;However, the Department is always exploring new ways to improve this challenging process.</p> <p style="text-align: justify;">Growth Management conducted a workshop on March 10, 2020, to explain the current process, and to establish a way-of-work for future boundary changes. Topics addressed included, but are not limited to, the public outreach process, timing of changes, scenario development, School Board Member involvement, District staff support, sibling preference, and student grandfathering. &nbsp;The School Board&rsquo;s input will assist staff in processing future attendance boundary changes. &nbsp; &nbsp;</p> <p style="text-align: justify;">Staff has created both an informal boundary procedure process and a list of future boundary changes, which is subject to change. &nbsp;The procedures will provide flexible guidance to the attendance boundary adjustments process, which will complement School Board Policy 5120. &nbsp;Additionally, both the procedures and list will provide additional transparency to School Board Members and the public. &nbsp;</p>
