<p style="text-align: justify;">Proposed Proportionate Share Development Mitigation Agreement for Balm Grove East (PI# 5110 and School Concurrency # 698) (<em>Operations Division</em>)</p>
EXECUTIVE SUMMARY
<p style="text-align: justify;">In 2008, each of the four local governments in Hillsborough County, in conjunction with the School Board, adopted school concurrency programs. &nbsp;A school concurrency program is designed to ensure that adequate school facilities are in place or under construction within three years of the impact of new residential development. &nbsp;The Hillsborough County Public Schools' (HCPS) school concurrency system tracks future residential growth and its impact on school capacity to ensure the District is able to maintain the adopted level of service (LOS). The LOS in Hillsborough County is that schools will not exceed 100% of the Florida Inventory of School Houses (FISH) capacity. &nbsp;</p> <p style="text-align: justify;">If the impact of a new residential development causes a school to exceed the adopted LOS and no adjacent school has capacity to accommodate the projected new students, a proportionate share development mitigation agreement may be entered into by the School District, local jurisdiction, and developer. &nbsp;This agreement requires the developer to pay to construct the new school capacity needed to meet the LOS in order to move forward with their development proposal. &nbsp;The agreement includes one phase, which includes 356 single family detached units, generating 69 elementary school students, 31 middle school students, and 49 high school students.</p> <p style="text-align: justify;">There is currently no available middle school capacity within the Shields Middle School attendance boundary (concurrency service area) or in the adjacent concurrency service area, and this proportionate share mitigation agreement is needed to allow the residential project to move forward.</p>
