Funds in the amount of $42,330,678.93 will be available in the ELCHC contract. For tracking purposes, the project number specific to this agenda item is 3262 through 3290. As of Wednesday, March 1, 2017, the remaining balance less encumbrances for this line item equaled $18,257,350.00. The current total of $42,330,678.93 is federal/state funding originating with Florida Office of Early Learning (OEL) flowing through the ELCHC and passed to Hillsborough County Public Schools to provide early education and child care for children eligible low-income families.  The total funding includes $4,847,944.00 in operating costs for intake and eligibility, comprehensive consumer education, provider payment services, and training and coaching to providers; and $37,482,734.93 for direct child care and quality costs.  These funds will serve approximately 9,370 children at an annual average rate of $4,000.00 per child. Amendment #4 does not change the total contract amount.
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for ELCHC is provided through federal dollars. The flow-through dollars are channeled by OEL. The School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
