C7.14 - Approve Guaranteed Maximum Price (GMP) for the Referendum Phase One Project at Colson Elementary School (Operations Division)

Description

The District's referendum advertisement provides for roof and partial heating, ventilating and air conditioning (HVAC) and stage equipment replacements and electrical upgrades at Colson Elementary School.  On February 5, 2019, District staff selected VoltAir Consulting Engineers, LLC and Halfacre Construction Company to provide design and construction management services, respectively, through a selection committee.  Award was made based upon the score granted by the selection committee.  Due to the magnitude of the scope of work, this project has been divided into two phases.

Florida Statutes and School Board policy outline the process and requirements for selection of professional service consultants and construction managers.  Attachment A summarizes the process.  The process provides for the identification of the most highly qualified firms by a Selection Committee that includes representatives from several District divisions and the community.  Attachment B identifies the specific committee members participating in this selection and the organization represented by each.

A total of 32 design professionals and 29 construction management firms responded to the solicitation as shown in Attachment C.  Firms responding and the results of the initial evaluation by the Committee are recorded in Attachment D.  Firms were awarded work based upon their order of finish as shown on Attachment E.

Approval of the Guaranteed Maximum Price (GMP), Attachment F, will establish the cost for the project.
 
Project substantial completion of Phase One is scheduled for August 1, 2019.
