B6.06 - Approve to Submit the Grant Application for the Cooperative Agreement with the Florida Department of Education (FLDOE), and if Approved, Accept Funds for the Severe Emotionally Disturbed Network (SEDNET) Project and Approve the Memorandum of Agreement for Success 4 Kids and Families, 2020/2021 (Academic Support and Federal Programs)

Description

SEDNET is a discretionary project funded through the FLDOE, Bureau of Exceptional Student Education and Student Services (BEESS). The grant provides support working with education, mental health, child welfare and juvenile justice professionals; along with other agencies and families to ensure children with mental, emotional and behavioral problems, and their families, have access to the services and supports they need to succeed. SEDNET currently focuses on the following five initiatives:

  • Capacity building to support implementation of effective system of care practices
  • Technical assistance and training
  • Interagency collaboration
  • Systems of care and educational legislation and policy
  • Parent and youth development and involvement

As the fiscal agent of the SEDNET Region 6, Hillsborough Project, the district will enhance the system of care for students with Emotional/Behavioral Disabilities (E/BD) and their families through the participation of project activities.  In partnership with Success 4 Kids and Families, comprehensive services provided within a wraparound framework will include the coordination of educational, therapeutic, and social supports (see attached Memorandum of Understanding).

Since its inception in 1984, the FLDOE and the district joined together as a multi-agency network for students with E/BD devoted to facilitating a comprehensive “system of care” for high-risk students with E/BD and their families through the SEDNET Project.

Gap Analysis

Students with E/BD continue to require supports in the district and community to improve graduation rates, post-secondary outcomes, least restrictive placement and reduction rates of restraint/seclusion and suspension/expulsion for this population.

Previous Outcomes

SEDNET Region 6, Hillsborough is monitored on a quarterly basis and during the 2019/2020 school year (to date) has met and/or exceeded 100 percent of projected deliverables.  SEDNET Region 6, Hillsborough is monitored on the fidelity of implementation and outcomes of all the products, trainings, and service deliveries implemented during the 2019/2020 school year.

Expected Outcomes

SEDNET Region 6, Hillsborough will support federal, state, and local Exceptional Student Education initiatives related to students with E/BD.

  • Improve coordination of services for children with emotional/behavioral disabilities and their families.
  • Identify necessary programs and services as close as possible to the student’s home in the least restrictive manner.
  • Expand school-based mental health services and integrated education and treatment programs, enabling students with E/BD to learn appropriate behaviors, reduce dependency, and participate in all aspects of school and community living.
  • Assist multi-agency advisory boards in identifying issues critical to students of mutual concern and developing local response systems.

It is expected that through these efforts, student achievement will increase.

Recommendation

That the Board approve to submit the grant application for the cooperative agreement with the FLDOE and, if approved, accept funds for the Multiagency Network for SEDNET for 2020/2021 and approve the Memorandum of Agreement for Success 4 Kids and Families for 2020/2021.

Financial Impact

All grant funds will be included in the divisional special revenue/federal programs SEDNET budget and are not to exceed $128,000.  Administrative costs are included in the grant budget.
