B10.02 - Approval of Memorandum of Agreement for United States Marine Corps Junior Reserve Officer Training Corps Education (Workforce Connections)

Description

The Junior Reserve Officer Training Corps (JROTC) is sponsored by the United States Marine Corps (USMC) and based at Chamberlain High School. The length of the USMC JROTC program in which students are enrolled ranges from one to four years. The program prepares cadets to lead positive, productive and rewarding lives by teaching them personal responsibility, enhancing leadership skills and enabling them to learn the value of teamwork. The partnership we established with the United States Marine Corps has been successful and we are pleased that the quality of our graduates provides an incentive to the United States Marine Corps to continue our long mutually beneficial relationship. This standard Memorandum of Agreement is necessary to fulfill our obligation to fully train USMC JROTC cadets. This Agreement is for a period of five years and will be reviewed/updated during the fourth year for compliance of the terms. The United States Marine Corps Junior Reserve Officer Training Corps requires the School Board of Hillsborough County, Florida to be the first signature on the Memorandum of Agreement.

Gap Analysis

High school students are in need of high quality electives that provide leadership development and personal growth opportunities.  Chamberlain High School's USMC JROTC program fills the gap by providing the type of electives that students can participate in through out their high school career. These electives are critical to improve Chamberlain High School's attendance, student achievement and graduation rate.

Previous Outcomes

In 2019/2020, there are approximately 180 students that take four distinct classes in the USMC JROTC program. In addition, Hillsborough County Public Schools have had the opportunity to implement JROTC Memorandum of Agreements for students in 2019/2020 with other branches of the United States Armed Forces. Every year more than 5,300 students in Hillsborough County Public Schools participate in JROTC programs that are offered in all 27 high schools. .

Expected Outcomes

All USMC JROTC instructors will be evaluated by the United States Marine Corps and site administrators for compliance. The USMC JROTC program will be used by Chamberlain High School students as an integral part of their academic instruction. The expectation is that site administrators and cadets will deem their involvement in USMC JROTC as being valuable in augmenting the educational process to real workforce experience.

That the Hillsborough County School Board approve the Memorandum of Agreement for United States Marine Corps Junior Reserve Officer Training Corps Education

Financial Impact

USMC programs are sponsored by the United States Marine Corps in partnership with the school district. Approval of this Memorandum of Agreement will provide for the continued operation of the USMC JROTC of which a portion of the instructor salary and operating expenses are included in the school district budget.
