C6.05 - Award the Highest Ranked Reply Submitted by Kelly Services, Inc. - Invitation to Negotiate (ITN) #19213-DST-IV Substitute and Exchange Program Teacher Services (Business Services Division)

Description

On February 18, 2020, Procurement Services, in conjunction with the Human Resources Division, issued an ITN for Substitute and Exchange Program Teacher Services.  If approved, Kelly Services, Inc. will recruit, interview, select, hire, train, and assign employees to provide substitute teacher services.  The exchange program services are not being awarded at this time. 

The initial term of this agreement shall be for five years, with two 2-year renewals, effective July 1, 2020.  There is a 30-day termination for convenience clause included in this contract.  All prices offered are firm against any increase for one year from the effective date.  This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

Gap Analysis

The District requires vendors to provide vetted, qualified substitute teachers and substitute paraprofessionals.  The substitutes will provide a student-centered learning environment. Prior to the use of a company for substitute management for the 2013/2014 school year, Hillsborough County Public Schools (HCPS) estimated 131,423 request for substitutes with 33,662 unfilled requests for a 74.4 percent fill rate. 

Previous Outcomes

The previous contracts for substitute teachers have been approved by the Board and successfully implemented during previous years. Since the implementation of a substitute management company HCPS has had the following fill rates: 

  • 2014/2015 88.6 percent
  • 2015/2016 88 percent
  • 2016/2017 87.2 percent
  • 2017/2018 82.3 percent
  • 2018/2019 79.8 percent 

Expected Outcomes

Upon approval, the District expects the vendor to provide the requested goods and services according to the terms and conditions listed in the agreement.  The awarded vendor is:

Financial Impact

Annual expenditures in the amount of $14,550,000 are available in substitute teacher accounts, districtwide.  This new agreement provides a three percent savings over the previous contract, estimated at $450,000.

Review Comments

Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews.  The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements.  The resulting data will support renewal decisions and/or alterations to the new agreement.
