B6.07 - Approve the Renewal of Agency Agreements with Pediatric Health Choice and Tampa General Hospital for Provision of Educational Program for Hospital/Homebound Exceptional Student Education, 2020/2023 (Climate and Culture)  

Description

We request approval for the renewal of the agency agreements with Pediatric Health Choice and Tampa General Hospital to partner with area medical agencies to provide Hospital/Homebound services to eligible students with disabilities at the agency sites.

These agency agreements will allow district personnel to provide educational services at the facilities. Enrollment of Hospital/Homebound students generate the full time equivalent (FTE) funds to provide necessary educational services to students who are patients at these facilities.  The renewal agreements are effective July 1, 2020, through June 30, 2023.  Approximately 220 students are served at these sites.

Gap Analysis

The Hospital/Homebound and Homebased Program are programmatic services that were developed to support and provide instruction through the continuum of services for students in the Pediatric Health Choice and Tampa General Hospital facilities. Within the facilities, the students have an individual educational plan (IEP) that is developed with the Hospital/Homebound and Homebased Program teachers to be able to perform instructional delivery that is based on each student’s needs. Within the IEP, the hours for each student are designated and are delivered on a frequented basis. 

Previous Outcomes

Hillsborough County Public Schools deems the Hospital/Homebound and Homebased Program to be a temporary service with the intentional instructional delivery that is rigorous and specific enough for students to then be able to return to their school as appropriate based on each individual student’s need. Previously, each case has been reviewed frequently using both formative and summative measures to ensure that the quality of services has been delivered allowing the student to transition back to their home zoned school.

Expected Outcomes

Students are assessed annually on statewide assessments. Meetings are held annually to revisit the nature and needs of the services necessary for the students to return back to their schools with a transitional plan in place. Each case is reviewed individually, and the outcomes are based upon continued need, eligibility and requirement of specified services.

Recommendation

That the Board approve the renewal agency agreements with Pediatric Health Choice and Tampa General Hospital for the provision of educational program for Hospital/Homebound Exceptional Student Education, 2020/2023.

Financial Impact

Students receiving services in these facilities are eligible for Hospital/Homebound services and generate state FTE funding. This partnership allows us to access the facilities in order to provide services to students.  There is no additional cost to the district for these facilities agreements.
