B6.25 - Approve the Renewal of the Contract for Full Service Funding with the State of Florida, Department of Health (FLDOH), Hillsborough County (Climate and Culture)

Description

The purpose of this funding is to expand school-based health services and increase access to healthcare by funding salaries for a pediatric physician, advanced registered nurse practitioners, and registered nurses, as well as other costs associated with these positions including travel to continuing education conferences, materials, and necessary supplies.  The Full Service School Funding provides direct health services to Hillsborough County Public Schools.  This is an annual renewal of flow-through funds from the FLDOH, Hillsborough County and has been in effect for over 20 years.

It is required by the FLDOH, Hillsborough County for the Hillsborough County School Board, Florida to sign any negotiated contract first.

Gap Analysis

The State of Florida mandates all students have a physical examination before school entry.  Students are required to complete a physical examination before playing sports or participating in school activities.  Annual back to school fairs are scheduled throughout the county.  These fairs provide students with opportunities to receive physical examinations with no out of pocket expenses to families.  Without access to the school fairs, there may be delays in school entry as well as participation in school activities and sports. 

Previous Outcomes

This funding has allowed district healthcare providers to meet the state requirements.  Physical examinations for school entry, sports, and school activities are provided immediately with this funding.  In addition to providing physical examinations, students have access to healthcare at their school site, including prescriptions, which ensure student attendance in school.

Expected Outcomes

A reduction in absences due to having access to a school physical examination or healthcare.  This access will also lead to an increase in the number of students attending school, participating in sports, and school activities.

Recommendation

Approve the contract renewal for Full Service Funding with the FLDOH, Hillsborough County.

Financial Impact

Funds in the amount of $422,772 will be available July 1, 2020, from the state legislature general revenue fund and Temporary Assistance for Needy Families federal dollars for the 2020/2021 fiscal year budget. 

Review Comments

Annual reports are submitted to the FLDOH, Hillsborough County containing data relative to student, parent, and school health staff interactions, as well as services provided by registered nurses, nurse practitioners, and a physician.
